Subject: Entry of International Arrivals of Returning Residents Overseas Foreign Workers (OFWs) under OWWA and ROFs under the Department of Tourism.

Effective Immediately, Tarlac Provincial Hospital will no longer administer Rapid diagnostic tests to OFW’s under OWWA and ROFs under the Department of Tourism who underwent Polymerase Chain Reaction (PCR) Test at the airport upon arrival from overseas and who were released from their designated accommodations with negative PCR Results.
Tarlac Provincial Hospital remains to be the drop off point for shuttles transporting OFWs and ROFs, and pick-up points by City/Municipal DRRMOs or private vehicles.
All Returning OFWs and ROFs are required to fill up a Health Declaration Form at the Returning Residents Desk at the Tarlac Provincial Hospital. They must undergo a mandatory home quarantine period of seven (7) days on top of their stay in the temporary quarantine facilities while waiting for their PCR Result.
All DRRMs are required to report all returning residents to their respective Health Offices. The Barangay Health Emergency Response Teams are expected to monitor the strict compliance of the quarantine.
This memorandum does not cover returning Locally Stranded Individuals (LSIs) and border requirements.
